As defined by the Ministry of Tourism Guidelines ;
For hotels with at least ten rooms and experienced staff, the architectural design and building specifications, decoration, furnishings/appliances, high quality service and high standards are generally define by the following list;
Modern, antique or reproduction furniture and furnishings, materials and design.
- Comfort on a par with five star hotels.
- Adequate provision of sitting rooms, halls and breakfast rooms. 
- A management Office.
- An ‘a la carte’ restaurant.
- An air conditioning system.
- 24 hour room service.
- Laundry and drying services.
- Car parking.
- At least one daily newspaper chosen by the guest.
As defined by THUROB ;
A hotel which provides the equivalent of ‘five star’ comfort and service to an exclusive and limited clientele and which addresses the needs of the customer profile.
